KLC PROJECTS

EU-LER Legal Education System Reform

The EU-funded twinning project “EU-LER Legal Education System Reform” supports the legal education reform in Kosovo and was launched by the EC Liaison Office in October, 2009. The project aims at improving the capacity of the training institutions for legal practitioners in Kosovo.

During the project, EU member state officials work together with their counterparts in legal education institutions, inter alia, the Kosovo Law Centre that provides legal professionals with compilations of applicable law, publication of court decisions and legal doctrine.

The €3.6 million project will end in February 2012. It is managed by the European Commission Liaison Office and implemented by the German Foundation for International Legal Cooperation (IRZ), the French ACOJURIS and the Hungarian Academy of Judges.

The Twinning instrument is a valuable tool of the enlargement process, enabling the European Commission to send officials from EU Member State administrations to work together with their counterparts in the administration of a partner country. This particular twinning project is part of a larger EU strategy directed to further develop legal education.

Law Faculty Support

KLC is playing a central role in reforming legal education for law students. KLC lawyers give lectures and seminars to law students attending classes at the Law Faculty. It provided Kosovo’s first practical legal clinic program for law students who wanted to learn practical legal skills and combine them with legal principals learned at the Law Faculty. Besides other areas, KLC implemented training for students on Internet Legal Research. Additionally, KLC is offering internship program for Law Faculty Students. Previous Interns have been employed by KLC because of their excellent job provided as interns.

Partnership against Trafficking in Human Beings

The aim of this project was the drafting of an analytic report on the legislative situation in relation to trafficking and proposing recommendation for the drafting of a local strategy on combating and preventing human trafficking. For this Project KLC prepared the survey methodology which was followed throughout the Project. The report was written based on the KLC prepared questionnaire.

Street Law – The Right for All

The aim of the project was raising public awareness of the role of law, good governance and democracy amongst society’s most vulnerable groups, particularly the community of women, prisoners, youths and minority groups.

Monitoring of the Implementation of the Provisional Criminal Codes of Kosovo (PCCK)

The aim of the project was to create a detailed report which would be used for drafting a Commentary on various problems faced by judges and prosecutors while implementing the PCCK due to ambiguous language, unclear statements.

Continuous Legal Education for Civil Servants

This project involves implementing legal education training for civil servants in Kosovo’s municipalities, and assisting the municipalities in shaping and realizing their agenda for legislative local government reform. Its aim is to focus on both an improvement of the theoretical legal knowledge of trainees and a development of their practical skills.

Practical Legal Clinics

This project supports the Law Faculty of University of Pristina (LFUP) and the Law Faculty of University of Mitrovica (LFUM), and emphasizes the application of theoretical legal knowledge to practical problems and legal questions. In these clinics, students develop their practical legal skills through the drafting of legal memoranda, such as indictments, verdicts and appeals.

Research on Murders in Post-war Kosovo

KLC recruited professional staff and law faculty students (young researchers) to undertake a comprehensive study of murders that have taken place in post-war Kosovo. Data on murders was collected from the criminal registry offices and criminal cases of the five district courts of Kosovo. Researchers examined each case of murder to attempt to discern the motive for the crime, the manner in which the crime was committed, causes and consequences of the crime, as well as the judicial and sentencing processes surrounding the case. The result of this research has been included in a monograph.

Traffic Education

Primary aim of the project was to strengthen the rule of law in Kosovo. The overall objective was to educate and instill in children respect for the legal system and human rights, thus assisting in the creation of a more tolerant and democratic Kosovo. The project targets were all children in Kosovo between ages of 6 and 14, in order to educate them on traffic regulations and the basic rights of children. The program involved teacher training and selection, compilation of the necessary training materials, and distribution of an explanatory leaflet entitled “Passport for my Life.”
